Jonathan Adler was selected by the WVACO Board of Directors as their new Executive Director beginning July 1, 2017. A graduate from WVU with a BA degree in Political Science in 1989 - followed by an Executive MBA degree in 2001.
Jonathan began his professional career as a newspaper reporter and photographer at his hometown newspaper, the Weston Democrat. His career in public service started 1991, when he served as an aide to Governor Gaston Caperton, traveling West Virginia and promoting the Governor's policies, doing outreach work with public officials and citizens. He also briefly served in the Office of Treasurer John Perdue as an assistant, performing many of those same duties.
From 2001 until 2008, Jonathan was State Government Relations Manager for Columbia Gas Transmission, followed by a brief stint in a similar role for CONSOL Energy. For three years he worked as a development officer for WV State University, as Assistant Vice President for Advancement.
Most recently Jonathan was Executive Director for the West Virginia Chapter of the American Institute of Architects. Born and raised in Weston, WV - Lewis County! - Jonathan, along with his wife, Allison, helps raise their two teenage sons. They reside in South Charleston.

Kathy Yates has been with the Association of Counties since July, 2000. Kathy graduated from Herbert Hoover High School in Kanawha County in 1981. She has an Associates Degree in Computer Applications. Her work experience includes Data Control Specialists, Computer Operator II with the Department of Administration and Data Analyst II for the WV State Tax Department.
Kathy has served on the Belle Town Council for four terms, including the office of recorder and council member. She was born in Richwood, Nicholas County, was raised in the capitol city of Charleston and resides in Belle.
Kathy is very proud of her twin daughters, Morgan and Meghan Yates, both WVU graduates. Kathy's son Klayton has a degree in GIS Certified Mapping.
Jack McClung has served as Legal Counsel for the Association of Counties since December, 1989. His work experience includes in excess of 25 years of service with the State of West Virginia, including 23 years in the office of the Attorney General and two years as the Director of the Land Division of the State Auditor’s Office.
He retired from state government in 1989 as Senior Deputy Attorney General. Jack is a graduate of West Virginia University and the University of Richmond College of Law. He is admitted to practice in Virginia and West Virginia and served on Active duty with the United States Navy. He is a native of Summersville, Nicholas County, and presently resides in Charleston, WV.
Crystal Young began working with the WV Association of Counties in November 2011. She was raised in Roane County, WV and attended Roane County High School. Crystal currently resides in Elkview, WV.
Crystal has two children, she considers her son Coty, and her daughter Ava to be her greatest accomplishments.
She is a proud grandmother to a beautiful granddaughter, Emalynn James and a young grandson, Oliver James .
