“People support taxes they understand.”  This comment was made by Dr. Cal Kent of Marshall University, one of the consultants presenting research and analysis to the participants of the tax summit held in July as part of the Governor’s Tax Modernization Project in anticipation of a special session on tax reform.  While no one is crazy about any type of taxation, property tax was described as being disliked primarily because it is misunderstood, not only by the public but also by those in county and state government who control it and propose changes to it.   Since almost all of the revenue that runs county government is derived from property taxation, it is important to the West Virginia Association of Counties to improve the understanding and perception of this particular form of taxation.  Therefore, we provide the following lesson in “Property Tax 101:”

a ballot, and so often with the trend of negative advertising it can be extremely hard on candidates and their families. By the time our next newsletter is published the election will be over and we can enjoy the holiday season with family and friends before another legislative session begins.
