The West Virginia Association of Counties was a recipient of the NAtional Association of Secretaries of State medallion.  PResident John Gruzinskas and Vice President for County Clerks Karen Cole joined me at a luncheon honoring the recipients.  Secretary of State Betty Ireland presented the award.
